Universal Credit (Claims and Payments) (Scotland) Regulations 2017
LITRG welcomes the opportunity to respond to this Scottish Government consultation on the Universal Credit (Claims and Payments) (Scotland) Regulations 2017. We think that both of these flexibilities are welcome and will be beneficial for claimants, however other organisations are far better placed than us to comment on the detail of the regulations. We are concerned that no further explanation is given as to the definition of "Scottish claimant" used in the regulations and urge the Scottish Government to produce detailed guidance to help people understand. We have also suggested they work with HMRC who have implemented a similar definition for tax purposes.
